Waivers:

-  The average number of transactions per year is about 17 per team.  Since we are moving to a trophy-based league and no longer charging $1 per transaction, I am proposing limiting each team to a total of 17 transactions per season.

Determining Draft Order:

-  The 4 teams that did not make the playoffs will be entered in the lottery.
-  These 4 teams will be given a number of "ping pong balls" equal to the number of losses they suffered during the season.
-  The 6 teams that made the playoffs will then be ordered based on their finishing place in the playoffs, with the winner of the championship receiving the last pick, the runner up receiving 2nd to last, and so on.
-  For teams eliminated in the first round, the tie breaker will be determined using regular season record.  If regular season records are equal, then Total Points will be used as a tiebreaker.

Using the IR List:
Each team is granted one IR spot.  Once you decide to place a player on IR, you may not add them back to your team for that season.  You may only IR a player that is officially listed on the NFL injury report as Doubtful (D) or Out (O).

Using the PUP List:

1.  The player must either be a keeper, or must play in at least one NFL game during his current stint on your roster.  This will make sure people don't stash injured FA's.

2.  The player must be officially listed on the NFL injury report as either doubtful or out to be eligible for PUP or IR.  Since the injury report only comes out on Fridays, this means you cannot PUP someone until Friday of that week.  This also means you cannot take advantage of the free spot for that week's waivers; you will have to pick someone up using FA after the injury report comes out on Friday, or drop someone else if you want to make a waiver pick.  You cannot drop someone for a waiver pickup and retroactively PUP him on Friday. 

3.  One player on PUP at a time.

4.  Each PUP last for 4 weeks.  During this period you may not drop the player.  After the 4 week period is over, you may choose to drop him or add him back to your roster, space permitting.  You have until the start of the following weeks games to add your PUP player back to your roster.  If you don't add them back to your roster by the time the games start, he is considered dropped (unless you declare him PUP'ed again).

5.  You may PUP a player as many times as you want.  If you PUP someone after they just came off PUP, it lasts for another 4 weeks.

6.  You may trade a PUP/IR player, but they will take up the other teams PUP/IR spot.  If that spot is taken, the player cannot be traded.
